Outputs a Summary protocol buffer with scalar values.

The input tags and values must have the same shape. The generated summary has a summary value for each tag-value pair in tags and values.

Args
`tags`	A `Tensor` of type `string`. Tags for the summary.
`values`	A `Tensor`. Must be one of the following types: `float32`, `float64`, `int32`, `uint8`, `int16`, `int8`, `int64`, `bfloat16`, `uint16`, `half`, `uint32`, `uint64`. Same shape as `tags. Values for the summary. </td> </tr><tr> <td>`name`	A name for the operation (optional).
