Determines if a matrix in K-dimensions is a valid rotation matrix.

Determines if a matrix \(\mathbf{R}\) is a valid rotation matrix by checking that \(\mathbf{R}^T\mathbf{R} = \mathbf{I}\) and \(\det(\mathbf{R}) = 1\).
