comp	An instance of computation_impl.ConcreteComputation to check for compatibility with tff.backends.mapreduce.MapReduceForm.
tff_internal_preprocessing	An optional function to transform the AST of the computation.

Returns
A TFF-internal building-block representing the validated and simplified computation.

TypeError	If the arguments are of the wrong types.
