Clips value to a given bounded tensor spec.

    value, spec
)

Args
`value`	(tensor) value to be clipped.
`spec`	(BoundedTensorSpec) spec containing min. and max. values for clipping.

Returns
`clipped_value`	(tensor) `value` clipped to be compatible with `spec`.
