Use RandomPoissonV2 instead.

tf.raw_ops.RandomPoisson(
    shape, rate, seed=0, seed2=0, name=None
)

shape A Tensor. Must be one of the following types: int32, int64.
rate A Tensor. Must be one of the following types: half, float32, float64.
seed An optional int. Defaults to 0.
seed2 An optional int. Defaults to 0.
name A name for the operation (optional).

A Tensor. Has the same type as rate.
