Computes arctangent of `y/x` element-wise, respecting signs of the arguments.
This is the angle \( \theta \in [-\pi, \pi] \) such that \[ x = r \cos(\theta) \] and \[ y = r \sin(\theta) \] where \(r = \sqrt(x^2 + y^2) \).
