$\zeta(x, q) = \sum_{n=0}^{\infty} (q + n)^{-x}$

`q`	A `Tensor`. Must have the same type as `x`.
`name`	A name for the operation (optional).

Returns
A `Tensor`. Has the same type as `x`.
